What material are the feet without the felt pad?

They are made of PP hard plastic.

Can these be used outdoors on a concrete patio slab?

Of course, adjustable leveling feet will work just fine.

Can these be used to level heavy pool table?

A seven-foot pool table weighs about 700-900 lbs, an eight-foot table weighs 800-1,200 lbs, and a nine-foot table weighs about 1,000-1,500 lbs. You have to ensure your pool table is within the 1,300lbs weight range for leveling feet.

NOTE: Please check the size before purchasing to ensure it will fit your requirements. Recommended for large or heavy furniture with legs larger than 1-1/2″ in diameter; if smaller, there is a risk of cracking during installation. See the second picture for size details.

If it is a metal leg, you must weld a 3/8” threaded insert first, then install the leveling feet. For furniture legs with existing 3/8”-16 thread, screw in the leg leveler to adjust the height.
